Purchasing/Procurement
The City of Owatonna’s purchasing program is dedicated to the principles of competition and fairness, as well as ensuring that City of Owatonna taxpayers receive the best value for every expenditure. It is the intent of the City of Owatonna to promote an open, free market competition when soliciting bids and proposals for the purpose of public procurement. Submitted bids will be given fair and equal consideration and are uniformly solicited, evaluated, and awarded on a non-discrimination basis.
All purchasing decisions made on behalf of the City will take into consideration such factors as price, quality, past performance and economy. Whenever bids are required under the City’s purchasing program, the City reserves the right to reject any or all bids, to waive any informalities or irregularities in a bid received and to accept any bid which it determines to be for the best of the City. The objective of the bid process is to select the overall lowest and best bid.
The City of Owatonna is currently offering an online electronic solicitation and vendor registration system, hosted by OpenGov Procurement. All new solicitations will now be available through OpenGov Procurement unless otherwise stated in the solicitation document.
e-Procurement Portal
Our new e-Procurement Portal will allow interested parties to do the following:
- Register to receive notifications of future opportunities by signing up for our new e-Procurement Portal and selecting Subscribe to create an account.
- Following along with updates to existing solicitations by finding the solicitation and clicking on the Follow button. This will allow all interested parties to receive amendments and addenda automatically.
- Submit questions and receive answers for open solicitations.
- Guide vendors through the process of responding electronically to RFPs. Bids, RFQs, etc. to ensure your bids have been accurately completed.
Ultimately, be your one location for all bid opportunities issued by the City of Owatonna.
To register for City notifications of bid opportunities, please register with OpenGov Procurement. You'll receive an email to activate your account, and then subscribe to our bids by navigating to the procurement portal and clicking the subscribe button.
