WWTP Expansion

  • Construction of the Wastewater Treatment Facility Upgrade and Expansion has been progressing since July. The foundations for the MBR (Membrane Bioreactor) and Fine Screen Buildings have been completed. The walls for the MBR building are starting to take shape with a significant amount of rebar work happening week after week and concrete pours continuing as rebar is completed for the cast-in-place part of the structure. Excavation for the Solids Thickening Building has started and will continue over the next few weeks. Things will really start to look different on the southwest side of the site come the first week of December when the precast walls for the Fine Screen Building are scheduled to be installed. This building is the tallest of the new structures with 42-foot walls. The delivery and installation of the three new fine drum screens within the building are also scheduled for the first part of December.

City of Owatonna & Steele County Joint Construction Projects:

  • Bixby Road/18th Street Roundabout: The project will construct a roundabout at the intersection, currently controlled by side street stop signs. The Owatonna school district has proposed building a new high school east of this intersection and had a School Traffic Impact Study completed to identify impacts associated with the proposed development. The study identified significant operational and safety issues associated with the increase in traffic volume expected at the intersection. The expected traffic volume increase would lead to unacceptable traffic delays with the existing infrastructure. Also, given the high speeds along CSAH 48, skewed roadway geometrics, and adjacent railroad crossing, any increase in traffic volume could pose a potential safety risk. The study recommended the best alternative to address these issues is to construct a roundabout before the proposed high school opens in Fall 2023.

  • 29th Avenue (East Side Corridor): The project will construct a new north-south route on the east side of the City of Owatonna from near the US 218/18th Street SE intersection to CSAH 34 (26th Street NW).  Traffic currently has no direct route for traveling between the northeast part and the southeast part of Owatonna.  All existing highways and streets direct traffic towards the downtown area adding unnecessary traffic in the downtown area and increasing travel times.  In 1999-2000, Steele County and the City of Owatonna recorded an Official Map of a future north-south road from 26th Street to US 14, calling it the East Side Corridor. In 2005, the County recorded an Official Map of the Owatonna Beltline, consisting in part of CSAH 43 to the east. While CSAH 43 will have connections to US 14 and will provide a north-south connection for future growth, it does not provide benefits for current needs of traffic on the east side of the City, especially with the relocation of the high school near the intersection of CSAH 48 and 18th Street NW.

  • Main Street (Oak to Chambers): Steele County together with the City of Owatonna is conducting a feasibility study along Main Street from Oak Avenue to Chambers Avenue. A feasibility study looks at the existing conditions of a roadway and determines the best way to improve it. This study will include a thorough review of the corridor's pavement conditions; identification of opportunities of walking, biking, and rolling; and a traffic analysis of the entire study corridor.
